C.V.Anand belongs to the 1991 batch of the IPS of erstwhile Andhra Pradesh/Now Telangana Cadre.

He spent the first 9 years of his career tackling naxalites/maoists as ASP in Warangal, Addl SP in Adilabad and as SP Nizamabad which were the hotbed in those times.

He was awarded the President's Police medal for Gallantry in 2000 for his efforts.He has also received the Indian Police Medal and President’s Police Medal.

He has spent over 11 years in Metropolitan and Urban policing as DCP central zone in Hyderabad city for 3 years, Commissioner of Police, Vijayawada City for 2 years, Traffic Commissioner for Hyderabad City for 3 years and Commissioner of Police of the original Cyberabad commissionerate(it was split into two Rachakonda and Cyberabad commissionerates later) for over three years.While CP Cyb,the Election Commission of India gave him the National Award for Best Performance in Expenditure Monitoring in the country in the 2014 General Elections.
